Travel Restrictions in Europe: Countries That Are Fully Open to Tourists

More European countries are lifting their travel restrictions to non-EU travelers. This is in the hopes of recovering their economy in time for peak booking and travel season. 

Here is the current list of European countries accepting non-EU travelers with NO restrictions as of this writing.

Denmark

Denmark’s government announced last March 29 that there will be no more travel restrictions to enter the country. 

However, they have warned travelers that certain institutions may still require face masks/face shields. This includes hospitals, homes for the elderly, and at the discretion of certain private institutions.

Hungary 

As of March 7, U.S. citizens can freely enter Hungary with no restrictions or prior testing. Similar with other countries, wearing face masks may still be mandatory for certain private institutions and health care facilities.

Iceland 

Another country that has lifted all of its restrictions for non-EU travelers is Iceland. Since February 25, Minister of Health, Willum Þór Þórsson has removed all limitations for both vaccinated and unvaccinated individuals.

Ireland

Since March 6, Ireland has lifted its restrictions to welcome both unvaccinated and vaccinated travelers thanks to its high vaccination rates. Dubbed as the wedding event capital of the world, newlyweds from around the world can now visit Limerick with no restrictions.

Latvia 

Any visitor from non-EU countries, regardless of vaccination status, may freely enter the country without showing proof of vaccination or a negative COVID-19 test. 

There are still restrictions in place for those traveling from high-risk countries.

Moldova

Located along the borders of Eastern Europe, Moldova is another country that’s lifted all travel restrictions since March. However, there are certain restrictions still in place depending on the country you’re traveling from.

Netherlands 

Since March 23, people from outside the EU/Schengen areas no longer need to provide any COVID-19 related documents to enter the country.

Norway

One of the first European countries to lift their travel restrictions, Norway has allowed anyone to enter the country without a negative COVID-19 test or proof of vaccination or COVID-19 recovery since February 12. Moreover, they will still require you to submit a health declaration form before you travel to the city.

Forewarning! 

Certain cities in the country like Svalbard still require testing before and upon arrival.

Poland

The government of Poland announced that by March 28, all travel restrictions will be lifted. This indicates that all travelers no longer need to present a negative COVID-19 test, proof of vaccination, and quarantine upon arrival.

Romania

Despite the ongoing war in Ukraine, Romania has welcomed all visitors to enter the country without showing proof of vaccination, a negative COVID-19 test, or a passenger locator form to enter the country since March 9.

Since all indoor public spaces are operating at full capacity, wearing face masks is still highly encouraged.

Slovenia 

As of February 19, Slovenia has scrapped all its travel restrictions for people who want to enter the country. Their government has stated that “RVTs” (recovered, vaccinated, tested) no longer need to present any documents and quarantine upon arrival.

Sweden

With effect from last April 1, the government of Sweden lifted the ban for travelers entering the country for non-essential travel. 

The announcement comes nearly two months after they initially granted European travelers entry to the country restriction-free.

United Kingdom

The UK has lifted all restrictions on international travel since March 18. This now allows unvaccinated and vaccinated travelers to enter the country without showing any documentation or filling out a passenger locator form. 

Wearing face masks is also no longer required while exploring the city; however, some private indoor public spaces may still require you to wear a face mask. 

The UK continues to monitor the situation of active cases in other countries by listing them as red (subject to restrictions) or green countries. At present, no countries are on the red list.

Travel Restrictions In Other European Countries

Other European countries free to travel to and not mentioned in this list usually require either proof of full vaccination; or individuals aged 12 years old and above who are unvaccinated or have no valid certificate of recovery from COVID-19 to: 

  1. Undergo a PCR test 72 hours prior to the travel date or a rapid antigen test 24 hours before departure
  2. Take another PCR test upon arrival
  3. Self-isolate until results are available (usually available within three hours) 

There are also more countries such as France, Greece, and Cyprus that have become restriction-free for fully vaccinated individuals ONLY
